FYI, a propeller is a wing. A spinning wing is called a rotary wing aircraft AKA Helicopter. For a helicopter to make a human fly just requires more lift than weight. That is a function of the airfoil shape, length of blade, and speed of rotation combined with the angle of attack of the rotary wing. Once you know those variables then you can take a guess at how many wings need to spin per second so that a human can fly.

What? Far too little information. Humans don't have wings or the structure to power them, if they dod have they wouldn't spin, that's a mechanical thing, if they flapped then it would depend on the size, small wings would have to go like heck and big wings would go slower.

You still aren't going to get a decent answer. A small human would weigh as much as a very big bird. White Tailed Sea Eagles and Condors flap around once a second, faster when they are in a hurry, slower when they are in gliding... obviously.
