Any foreign object on a runway or taxiway that could be ingested into a Jet Engine should be removed immediately. All joking aside, even a small VLJ's engines are expensive to repair, so it's just not worth the chance. It probably wouldn't hurt a prop airplane, but who wants to tell the owner that a pair of underwear just cost him thousands of dollars in repair? Not me......
