If you are talking about the navigation lights & landing lights. Pilots never switch those off during a night landing. It is simply against common sense not to mention the air regulations. But if you mean the lights in the cabin, then that is something that is up to the cabin crew, who are either following recomendations from the manufacturer of the aircraft, or are following company operating proceedures. Rules will vary from aircraft to aircraft & airline to airline.

For small planes on VFR, you can have landing lights off unless traffic is reported in the area. I just depends on the time and if their is traffic. Airliners have lights on all of the time but landing lights off at crusing.
