the only time i've ever heard of aircrafta landing w/o lights is in combat situations? Aircraft at night should have lights on at all times. Landing lights can be off above 10,000 when no traffic is reported. Under 10,000, aircraft must have landing lights on. For small planes on VFR, you can have landing lights off unless traffic is reported in the area. I just depends on the time and if their is traffic. Airliners have lights on all of the time but landing lights off at crusing.
