Never heard of one.This 250 knot limit is bogus, you find it in all sorts of places and it's a result of Microsoft Flight Simulator. My gps will read in mph, kph or knots and when I returned from New York on October 1st it was set to knots. We maintained nearly 300 knots all the way down to 4,000 feet. As luck would have it the same JetBlue flight is on approach right this minute and he's just slowing through 252kts at 4,400 feet. Follow some flights on FlightWare.com and check it out for yourself. There's an AmeriWest A320 descending towards OAK through 14,700 at 355kts, 11,000 at 355kts, 9900 at 329kts, 9300 at 328kts, 8400 at 287kts. So much for the speed limit of 250kts below 10,000 feet.
