Can Passenger flight be at a same place in the air same as fighter planes?

yes and no... there are sectors of altitude that are strictly reserved for military operations and the same goes for the civilian sectors. however, with proper authority anything can be done. helicopters have a 500-1000 ft climb window upon tropospheric (first 10 miles from ground to air) entrance and flight in non populated areas except ofcourse during military operations.. this being military again HOWEVER is controlled by the FAA. it also is determined on which class the aircraft falls under. that would also categorize them for the structural integrity of flight density (elevation, pressure, capability, distance, weight, etc.) you wouldn't see a Bell 212 flying at 38,000 feet next to a B747-400. stratospheric flight is common for both civilian and military flights. the gray area of sky is between 38,500 feet and 43,000.

It all depends on the Amount of lift the wing produces and the weight of the plane and how fast the plane can accelerate. The faster, and lighter the sooner it will takeoff. And yes, Passenger jets and Military fighters can use the same airspace (SFC-FL600 or 60,000ft). Helicopters are limited to lower altitudes (<18,000 ft)

It is possible and it has happened, BUT, the military has areas marked where passenger or civilian planes may not go. And there are places where military airplanes may not fly during peace time. If the military is conducting tests or teaching new pilots and need to use Civilian air space, they have to let the Civilian authorities know in advance so they can reroute Civilian aircraft. The military planes also have to stay tuned to the Civilian controller and obey their commands immediately. New pilots and even experienced ones can stray over the line. I don't know if you remember, but a few years ago a US jet practicing low level flying clipped a cable of a ski resort's cable car and several people were killed. Civilian radar can't pick up low flying jets which is one of the reasons they have Civilian and Military aircraft assigned to different airspace. Accidents between the two are very very rare.
