In the US check the FAA's website. The issue would be getting and maintaining a flight medical which is required for getting a private pilot's license. There are several things the medical examiner would look at such as any physical or mental limitations. It would really depend on how often and how bad you get these panic attacks. If you are on medicine for these attacks it may be difficult for you to obtain an FAA third class Medical. http://www.faa.gov/ I would suggest that before you start training that make an appointment with a designated FAA Medical Examiner and discuss with them if you could even pass a medical, so you don't waste time and money for something that you may not be able to achieve.Good Luck!
