If it's a single-engine, the pilot likely has the prop turning too fast, and the blade tips are going sonic. Not good technique, as he's losing performance.

Is it a Sea Plane or float plane? It the person has a nice bush float plane with a high angle prop, (that allows him to take off in short distances) and they takes off short using high engine rpm it will be much louder than if they would just take off normal using more water. There are regulations on the amount of decibels that they can put out, but that is governed by your local community. In Alaska there are decibel levels on lakes that have many float plane owners on them. Sometimes you just have to live with the fact you live on a lake. So am I right by guessing you complain about the jet ski's and ski boats in the summer time too? Its part of living on a lake, and the outdoor fun that comes with it. If you wanted to enjoy a nice peaceful lake, move in the country and dig a pond, if ya build it the geese and ducks will soon come. ......hell maybe even a tree bark chewing beaver!

Contacting your local FAA wont help you much at all. The FAA will listen with a kind heart, and maybe give you a local number to your noise pollution officer, and put your complaint on the back burner. I have a hunch, that if you report this person, they will only start buzzing your house or taking off closer to your shoreline rather than the center part of the lake.

Its like people who buy a house by the airport and complain about the noise in the take off and approach pattern. ITS LIFE. I'd be glad to have the plane around, better than teenagers running down the street with their suped up rice rockets, playing some music that has no words to it, with a coffee can as a muffler.
