Why did the P-3 Orion in "The Hunt for Red October" launch a torpedo at the Russian sub if they weren't at war

I was watching the Hunt for red october and an american P-3 launched a torpedo at a russian submarine (maybe a missile submarine), but the US and Russia weren't at war. Why would they do it? Wouldn't this start a war?
