No they are not permanent, but most are on floats all the time so it seems that way.The Beaver is equipped with conventional (tail wheel) landing gear and can use skis or amphibious floats (floats with retractable wheels).
Go to Edo Floats or Wipline ..for info on seaplane floats..maybe also Kenmore Air Harbour in Wash...But all /most small acft. have float applications..DeHavilland Beavers do as well.
