I think you are asking about an Ornithopter. There are a number of sites on the web that will give you a ton of information. As to how they function, the mechanism I am most familiar with would be rubber band powered. The rubber band drives a crank shaft type crank (Also used for winding the band) and linkage is connected to both wings that are either hinged or flexible so as to both create lift and forward motion. When you release the machine the wings flap up and down and the unit continues flying until the rubber band is unwound, then it glides to the ground.
