Question:
The crew reported at 35,000feet the first officer's oxygen dilutor demand regulator did not supply 100% oxygen and the manual oxygen selector lever was used to carry out this function?? Diagnose possible faults?

Possibly nothing. Is the cabin altitude at 35000 or is it the ambient altitude 35000? If cabin is partially pressurized, then check the oxygen supply schedule for that regulator. At what cabin altitude does the regulator supply 100% oxygen? Oxygen under pressure (forced)?

Sounds like the oxy regulator went south. could also be the spring on the 100%/EMER valve.
