Are ultralights safe compared to other aircraft?

I have heard that a two seater are not ultralight and therefoer subject to more regulation .

Ultralights are as safe as any aircraft, if properly designed and maintained. I've taught in u/lights for many years,and the major concens, are that you may fly them under FAR 103,and this is a liberal section.many go-kart pilots that have no,or limited instruction,can go out and fly one and thats where the bad rap comes from, I did R&D work for eipper, and some other manufactures, Two seaters are flown under a waiver for instruction purposes only,,,so If you see me putt'in around in my sprint with a cutie,,,remember "its a student" AM

In my town, there are a lot less ultralights then airplanes (at the local mini-airport), and yet, more ultralights crash then regular airplanes.

There are two seat ultra-lights but they are only certified for instructional use. Ultralights are not approved for carrying passengers. Potentially ultralights can be as safe as any aircraft. It really depends on who is flying the aircraft.
