By the language used, I am thinking you are in Great Brittan. if this is the case, the rules are different than in the States. I recommend you consult a Flight Instructor in your area, they willbe able to give you the correct information as it applies to you. You will get some bad info here from people that have NO idea what they are

If you want to learn to fly then you need to ask yourself why do you want to fly and what aircraft do you want to fly?If you are interested in flying a fixed wing prop light aircraft with the desire to progress onto other ratings commerical or private then you should consider a PPL (private pilots licence).
The cost of the PPL training is (roughly 55 hours) £6000 within the UK and £3000 in the USA or Australia.
If your main desire is to just fly a aircraft for enjoyment or as a recreational hobby then a NPPL might be a wiser option and this course consists of less hours than the PPL and a less stringent medical exam.
One of the noticable differences between a PPL and a NPPL is with the PPL you are unrestricted to fly out of UK airspace and it is possible to move up through your ratings and obtain comercial licenses and even a ATPL (All airline pilots begin their flight career with a PPL).
The NPPL is designed for older people or people who have no desire to fly for a living or fly out of UK airspace.
The NPPL doesn't require a class 2 medical and this makes it popular for older people who in some cases might fail the medical.
The PPL, although fun does require you to study for seven exams of theoretical knowledge ranging from meterology to airlaw, and this is no easy task.
The theoretical side of flying is far harder than the flight training because you have to put most of the things you have learned in the books into practice while trying to maintain control of your aircraft!
Trevor Tom produce a good range of books for the PPL theoretical and Oxford flight training produce excellent CD-roms for interactive learning.
If you want to know how to fly you can use Flight Simulator. You can use all of the cockpit controls. If you want to learn they have a built in flying school in the Simulator, You get it with the joystick and pedals and you will learn quickly.

No. Just start taking lessons, and then you will need to get a medical certificate which will be your students pilot license once your instructor endorses it. You should be able to start lessons without getting your medical first.More Questions & Answers ...
