Why do airlines dim the lights on aircraft in the UK, when arriving and departing airports, during the hours of darkness/dusk.

This is a normal landing and take off procedure to dim cabin light in all flight all over the world and not just the UK. Prior to Take Off or Landing the crew dim the cabin lights and open the window shutter so your eyes can get familiar to the visibility inside the cabin and outside in any case of emergency. even if its day or night. Say for instead you have an emergency landing during the day and if the shutters were shut down and you were cruising on a dark cabin it would take several seconds for your eyes to match the amount of light outside while evacuating. So its a normal procedure for commercial aircrafts.
