I honestly don't know for sure but that just makes no sense. Here in the US you have to have your Commercial Pilots License and Instrument rating in order to become a Certified Flight Instructor. This just makes sense because that CFI license enables you to teach private, commercial and CFI students. So you need to know all the maneuvers that are associated with each checkride for each license. I'm pretty sure that it's pretty stardard throughout the world on how pilots are taught.
Another possibility is that the confusion has been made between a Commercial Pilots License and an Airline Transport Pilots License. When I tell people that I have my CPL they think I'm nuts untill I explain the difference.

can i put my dvd films(they're copy)and my external harddrive and rams in my luggage?

in the UK, once you have completed all 5 parts to your PPL, you are able to take an instructors course, even before your type rated on multi-engine or com. Its been raised before at my flying club. I think that you have to have x amount of hours on a particular a/c type before you can even be considered to instruct. Hope this helps.
