It is an urgency broadcast so your call becomes a priority and everyone else should stay off the air until the emergency is over except if there is an emergency distress call.
If there is no more broadcast after 3 minutes then pilots can resume normal operations.
It would be used if an aircraft needed to land quickly but immediate assistance would not be needed.
I needed it once as my windshield cracked and I asked for priority to land first.
