Can a united international flight attendant have an assigned home base in some other country?

Since united is a us carrier can u have flight attendants based in a another country or city outside of the us like tokyo or paris, etc...

United Airlines flight attendants who are Japanese are based in Japan and likewise for other foreign nationals working for United. It maybe possible for American international flight attendant to be based in a foreign country if they have the right documents to reside and work in that country. But, why would United Airlines base American flight attendants in another country when they can hire locals.
