The ranges are accurately mentioned in earlier replies. In three years time, it could be equipped with the more advanced Irbis radar (Dual TWT, Passive ESA, 400 km for 3 sqm RCS targets, 30 simultaneous target track, 8 simultaneous engagement) and would be Ks-172 capable.
Regarding "lock on stealth planes" it will all depend on what RCS is offered by the target and considering all the hypes and theories in vogue, its best to avoid discussing the possibility of a radar lock on a stealth aircraft.
But then radar isnt the only lock-on probability for the Su-30MKI. The OLS-27 laser-optical locator system can probably detect the F-117 at 40-50 km (skin heat, probably more on a cold day)
If it's got the RADAR on while trying to lock onto a stealth aircraft, it'll have an AIM120 up its @$$.
