what is the cost of the average 4 stroke ultralight airplane engine that gives out around 40-80hp. Also, what is their average weight, and what are the names of some good manufacturers? If my airplane was a one seater with a wingspan of around 5 meters on each side and was under 200 pounds (90.7kg) would 40-80hp be enough? if not how much would i need? thanks

Looks like it's going to cost you $3-5k, but shop around.Whether it's enough power depends on design, if it is well designed then it is enough, that's what that engine is made for. That doesn't mean it would be adequate for any microlight design matching those criteria, you could design a really bad aircraft and no amount of power would be enough.
why people do not use hydroplane instead of aircraft?
Speed is also very much design dependent, both the cruising and maximum speed, around 75mph cruising and Vne well under 100. But don't use that for route planning.
If you're serious about designing and flying your own ultralight, you should be familiar w/ FAA regs and I recommend you join the EAA - experimental aircraft association. They have a sub-group for ultralights with lots of real helpful and smart people.
