And I'm not talking about a light that's just turned green and people are running the red light and forcing you to pause. I'm talking about coming to a full stop for several seconds at every single green light. I was behind this guy and I kept having to honk my horn at him to get him to move. Was I being rude? Was there some good reason why he had to stop?

Wow, don't be so aggressive. Don't let the actions of others upset you. Its not a competition out there and who knows why this person stopped. Why was it necessary for you to honk the horn? Do you think he needed to have you "yell" with your horn? You could always turn and go up another street. Why stay there and be obssessed with another driver? I would stop on a green light if it looks like someone on the cross street is about to run the red, or if traffic was backed up on the other side of the intersection and I wouldn't be able to get all the way through.
