Which way is most economical (less hills, and save gas)?
It depends, what is your primary carteria? Is it bulk cargo that is not time sensitive, then perhaps water travel is an option if you have a water route available. Rail is a cheaper method than truck, but slower and not always availble in all localities since the major Railways have been abandoning trackage on less profitable routes worldwide for years now. If you primary criteria is time or if the goods are small or light, or if no roadway exists then perhaps Air is best.
