Ok first..yes they will do you good on air force...at 90+ MPH...second.. its only worth the money your willing to spend for a look... and please dont get one thats like 8 ft in the air...the only car that was able to pull that off was the original Dodge Daytona!In a full on race car that WILL be used for that purpose, it helps with aerodynamics (keeping car glued to the road).
On passenger cars, it might have a bare minimum impact, but actually, it's only for style.
