A waste gate does what it sounds like it does...once the intake pressure or boost reaches its factory set level any extra exhaust pressure would = more boost which is not needed so the ecu or factory set mechanical bleed actuator tells the waste gate to bleed off any uneeded exhauste or "waste" in order to maintain a stable amount of boost...it doesn't really protect the turbo as much as it protects the engine from over boosting. you can in most cases up the boost to an extent, however you will also need to up the fuel and decrease the timming in tune with the amount of added boost. because of this I would not reccomend simply mechanically twicking the wastegate but rather invest in a good aftermarket piggyback ecu tunner which can do all of these things safely.

waste gate releases extra pressure. dont touch it or your blow your turbo up. the best shot on a diesel is the ecu reprogramer, get the one with 6 shot so you have 6 preprogramed power settings. their is also propane injection. that is easy and fairly safe, at least safer engine wise than nos on a ricer.
can cars run without gas?
It protects the turbo. Of all the mods it should be near the bottom of the list. Definitely get the ecu programmer first. There are a lot of options for that engine.
