1999 Honda Prelude with bad gas mileage...problem?

I have a 1999 Honda Prelude SH with 41k miles and I'm only getting like 16mpg when the est. mpg is around 20pmg. Even while driving conservativly, 16mpg was my best. Need some suggestions/help.

Good cheap ways to get more mpg is to put a K&N air filter on, change the fuel filter, put in some fuel injector cleaner, and put in some new NGK spark plugs. Also make suer you change your oil regularly.
