Do you have to display a front license plate if the car doesn't have front mounts?

On a 97 Eclipse? There aren't any mounts so do you still have to display a plate? This is in Wisconsin

I live in WI and know a few people who have gotten fined for not having front plates. You better drill some holes or get a good magnet or glue cuz you need those plates!!
