you can do just about anything without a budget, but if you have a six-4 and it's solid (good frame) it's a great start. when you say lowrider i would asume you mean with hydraulics instead of air-ride, hydraulics allow you more movement and control where-as air ride gives you a better ride in comfort and "can" hopp your car but not as well. i have hydraulics and i did most of the install myself, it also passed safety regulations as far as being on the road safely(A MUST!) i drive my car everyday in the summer and i have a candy paint job on her, i have invested more time than money, and i think that is where the compromise is made. if you want to build a lowrider for everyday use with minimal trouble and simplicity i would do a full-on air ride kit with a large resivoir tank and 2 comperssors, if you want a blvd roller with 10 switches and are prepared to deal with hydraulic fluid in the trunk, a rough ride, and charging batteries more often than you would like, than do hydraulics. i chose hydraulics because it is traditionl and i like working on my car, plus nothing beats the sound of pumps in the trunk:) i would have to say that a decent paint job for your car not including door jambs, removal or re-installation of all the chrome on the car would almost run you in the nature of 5000$ but don't be scared off by the price, i'm assuming the car is straight and the body work is decent, the air ride kit you would need would be about 2000$ plus install $700-1000$ one thing to remeber with a paint job "you get what you pay for" as with anything i guess.i hope i could shed some light for you. please keep in mind the prices i have said aren't for fact it's a rough idea. every car is different as is the set-up you get in the trunk.
