i went to a tire dealership to get a rotation and balance and they said they wouldn't do it because of my tread depth. i was told that all that they could do was sell me some new tires because my tread was so low.
i thought this was bs and went to another tire dealership and they rotated my tires with no problem. turns out the tire with the lowest thread depth was 3/32.
How do I find out how big the gas tank in my truck is?
my question is even if my tires were of a lower tread than 3/32, would a tire dealership be legally restricted from doing a rotation of the tires? the guy at the first shop told me it was against the law to rotate tires that had a tread depth as low as mine (which i didnt believe).

its not against the law at all, they just didnt want to be held accountable if you went out and hydroplanced right after they did that, because you could come back and say it was something they did.Never heard of it. Don't do business with them anymore.

if treads are low and close to tolerance, most tire shop won't do it as it's a sign-off that all is good and if you get in an accident because of it. they could be held liable.
No they wouldn't be legally obligated. But I would trust the first shop in the future. Although it would have boosted their end of month sales, it's was the right advise to give.

Tires are considered legal as long as the wear bars aren't visible. Any shop has a right to refuse you service as long as they don't violate your cicil rights in the process. If something were to happen to you that is directly related to the tires, you'd probably sue the shop for not warning you as opposed to thanking them for doing the job anyway.
Fact is though, as low as your tread is, I'd have opted for new tires as opposed to rotation. With this being the rainy season, more tread is going to help you more than less tread. And you are almost at the minimum.

i own a repair shop and its not actually against the law to do this but they know they could be held liable for it if you had an accident because they put the better tires on the wrong end of the car,they was only looking out for there self on this one,and your tires may be getting low,but most shops will do this anyway ,because even if you did try to sue them for changing them around it wouldn't hold up very good in court,so this is why ,most shops will go ahead and rotate them for you,good luck hope this helps.Its at the discretion of the dealer. They don't have to do anything. The other dealer did it, because they figure U will go back there for Service and eventually new tires. The first dealer, did not look at this way. Which is wrong, U should always try and keep your customers.
