Wheel Clamping - is it just the wheel clamper that needs to be registered with the SIA or the landowner too!?

It is just the clamper that needs to be SIA certified - the landowner doesn't have to know the number. If there are signs up saying 'You will be clamped etc.' is all he legally has to do. Totally unfair I know but legally thats the situation xx
