Smooth stones were used before there were alternatives like asphalt. I, personally, really like the "Old World charm" look.--so much so that we tore out our existing concrete driveway last year and contracted with a company that brick-paved the entire driveway. It was very time consuming and these brickpavers had to be a lot easier to work with than assorted cobble stones.

the busy ones were cobbled so as to allow commerce easier access in and out of town and it attract lots of business than towns with mud roads prone to broken cart wheels or horses legs. some small towns even big cities still have some side streets and parks cobbled stoned ,for pedestrian traffic only and as you said for it's historical looks denoting them as one of the old modern place to do business.
