Basically, in poor weather conditions, you should slow down, NOT oversteer (make lane changes as straight as possible looking well up the lane you intend to enter), and increase your following distance. Your speed BEFORE entering turns onto streets in town should be below 10 mph., and don't brake on corners, but before you enter the corner instead.
At first, practice on empty streets, and in winter watch out for the "ruts", which could be 4" deep and send your car sideways.

My best recommendation is to go to a well-lit empty parking lot after dark during the winter and practice on the slick surface.
