yes they can ,i own a repair shop and they have done me this way a few times,but they really don't need good reason for doing this,they can say they saw a tail light not working on it ,and that's a good enough excuse for them,but yes they have the right to do this at any given time,it may not be right but they can do it,good luck i hope this helps.yup!!

Yes,but they usually wont unless they suspect you of something or are going to pull you over.Yes I'm almost 100% sure they can... they normally do this if you do something or just look suspicious... to see if you have any warrants or flags.

Cops are usually to busy to worry about everyone on the road...so they check people that draw attention to themselves.if you were a cop & saw 4 middle eastern men in a car that had fertilizer strapped on the roof rack...would you run the plates???

Yes, it's legal for the police to run your tags anytime they feel like it and they do not need a reason. I was pulled over last month after they "randomly" ran my plate.Yes it's very legal, they do it all the time, i've only had my plates run a couple of times, when i've gotten a ticket and once when I drove through an abandoned parking lot at 4am (dont ask) and there was a cop in it.

And it may not be right, but they do run plates more often for our black brothers and sisters. All my black friend have been pulled over for various (stupid) reasons. Like going 30mph in a 30mph zone, they ran a friends plates and gave him a ticket for expired registration. You can guess the incentive the cop had for running his plates, it wasnt because he was driving reckless.
