Yes,A diesel engine can generally run on any light to medium weight oil product. That said; modern diesel emissions-controlled engines are very picky about fuel quality. Fuel systems and engines can be damaged by not using the proper fuel and/or properly adjusting the engine. To run on vegetable oil the easiest way to do it is to start the engine running diesel fuel and slowly switch over to vegetable oil after it is warmed-up and running. Do an internet search for biodiesel for more info.
The US Military has been running diesel trucks on everything from fuel oil to jet fuel since the mid sixties; with very few if any adjustments. By the way Jet fuel is essentially highly refined kerosene.

Diesel fuel can also be mixed with clean waste oils and still be usable, barring emissions anyway.

The oil must be heated to first to thicken it, or mixed with kerosene (the ratio of which I do not know.)I believe most, if not all diesel vehicles can, at least for a period, without any modifications. Although the engine must be warmed/primed by running with diesel. Modifications to the exhaust (almost certainly not emissions legal but there may be an exemption due to the opposite environmental advantage), ECU, and other parts would no doubt be beneficial though as the vehicle was not designed for such a crude fuel and would not doubt run better if geared toward such a substance as a primary fuel. Would expect increased cylinder build-up when running on such a fuel, but personally do not know for certain.

Edit: It does work. Just watched Mythbusters run a diesel Mercedes Benz on nothing but used, filtered, french fry grease for over 5 miles with no modifications and get 30 miles to the gallon fuel economy. Usually though the vegetable oil is modified chemically. Google it, there are quite a few articles on it, here's a couple:

yes its there biodiesel which is produced from seeds of jatropha plant.but now it is not commercially available its still in R&D development stageThe car program Top Gear had an episode where they did exactly this. They filtered used cooking oil, then added something like a teaspoon of white spirits per gallon of oil, then they removed all the diesel (I think this is actually unnecessary, but they had to do it to prove the point), then put the oil mixture into the car, pumped the oil through to the engine by hand (only necessary if you have drained all the diesel out) and viola!
Of course, as the episode mentioned, there are "fuel taxes" which you must pay. But, as a guy in New Zealand said when talking about electricly converted cars, a lot of people who convert their cars are very coy about the conversion for exactly this reason. To be realistic, they are "freeloading" on the rest of road users.
