Lets say you want to build your own car. Is there a sort of guideline that you can follow so that you can have your car inspected so that it can be road legal?

Each State has different requirements so your best bet is to contact the DMV (Department of Motor Vehicles) and ask them if they would send you a pamphlet of what their requirements are before they will issue a license.
