Why aren't traffic lights coordinated for green at a certain speed?

I recently was in Frankfurt Germany. The Autobahn was a mess like our Highways, but when I finally got into the city, cars just zipped back and forth. Going at the allowed speed, I was able to pass through 32 traffic lights without a stop. that should save time, money, gas and decrese pollution.

Have you ever pulled up to get gas on the wrong side of your car and actually got out of the car?

They often are, especially along major thoroughfares through cities. Sometimes the sequence gets broken where an equally important arterial crosses or joins. Sometimes, its a matter of jurisdiction and some places just won't invest in the computer controls to make it work.
I've seen signs saying "signals set for 25 m.p.h." or something similar. That means they are coordinated.

Some places do have them set like that ,but if 1 numb nut is going slow then it messes the whole thing up

The Autobahn is always a mess for the same reason most highways here are .. because of the volume of traffic ..
Most places here do not want to sync the lights that way.. the feel that promotes speeding to beat lights and they want you to stop .. plus most cities here were poorly designed as far a traffic and it is hard to co ordinate all the streets .. if they were all in a grid system that might be easier but that's not the case..
