Had fuel injection service done, spark plugs replaced. Brakes, tires and air filter are all good.

One possibility is that winter gas is different than summer gas and can cause a mileage drop. Other than what you have already done, there could be carbon deposits in your combustion chambers. It could also be a vacuum leak or something of that sort. Does it run different than before? I would also have a cylinder leak-down test performed. That can tell you if you have bad piston rings, head gasket leak, stuck valve, etc.Is it illegal to park here, even if there are no signs?

If you had all that stuff serviced, then it sounds like it may be the valves (especially since you have lost power). With this many miles, that is certainly possible. You might try some of the top end cleaning like a pint of Berryman's B-12 in the gas tank. It won't hurt your injectors, and it just might free up a sticky valve or two.
