License plate look up?

Has anybody heard about a website where you can enter somebody's license plate numbers if you think they're cute or something. I guess it's kind of like a 'missed connections' type thing. I'm not too sure of the details but I briefly read something about that in a magazine and I was wondering if anybody knew what the website is I'm talking about..or if it even exists!
