How come pavement in england looks so good?

Question:
I've never been to England, but from what I have seen on television the asphalt pavement on English streets and highways just looks nicer than the one we usually have here in the U.S, and anywhere else I know. Simply put, the english pavement work looks prettier- It has a black, and not a grey tone, and it looks more plain. How comes is that? Do they elaborate sphalt concrete in a different way?
