Well the program I shall be using tomorrow to compile schedule for a major London operator didn't come free! Of possible use to you is this: http://www.ejs.clara.net/cabspow1.htm... It isn't free but it doesn't cost much. No idea what it is like though. I assume you know what you are doing and could compile a time schedule manually? The difficult bit is the duty schedule and I don't think you'll find a program to do that for free or anything like it!
