Answers:

Road clutter = congestion?

There are many service available (by sea) to transport your car to Europe. Just go to google and search "Transport Car Oversea". I can't tell you which though because I've never tried them. So you need to be the judge on which service to choose.

In New Jersey, what does it mean to have a Q restriction on your license?

However, I need to point out:
1) They drive on the other side of the road
2) Their driver seat is on the right side of the car (Canada/US Left side)

A V6 car...?

So I'm not even sure if you will be allowed to use your car there, if it is made for Canada/US roads.

If an ambulance is on its way to save someone, and it runs someone over, does it stop to help?

there are various shipping companies available specialising in this sort of thing and your can got by boat or plane depending on your finances. one in europe your left hand drive car will be fine (there are lots of american cars there already) but in the UK we drive on the left, which is not hard thousands of people do it everyday! spares for your car will not be a problam through out Europe.
You will have a fabulous time.
