Can a digital odometer in cars be rolled back?

Suppose your odometer goes bad and has to be replaced. Car manufacturers have left open the possibility of manipulating the reading so they can put you old miles on the new odometer.

This is a major problem in Germany. Here it is not against the law to turn back an odometer. It is against the law to not tell a buyer that it has been rolled back. So you just call one of the many telephone numbers listed in almost any newspaper. They meet you in a parking lot, tell you that if you sell the vehicle you must tell the new buyer the odometer has been manipulated. Then ask you for around $100 and set any amount of Kilometers or miles you want.
Bad part, there is no evidence kept by the cars computer that this has been done !! Only service records or wear and tear can indicate that something is fishy.
Always ask for the service book and look for oil change or fluid change stickers on the vehicle that might list miles. If the car had an oil change at 100000 miles and 4 years later only has 110000 that raises a flag.
If you are lucky enough to be in the USA go to a dealership. They have a nationwide service registry. With the VIN they can pull up any information recorded on that vehicle every time it was at a dealership in the USA.
Use http://www.carfax.com and spend the few dollars to see what they say about the miles and history of the vehicle.

I've herd the milage can be recovered from the ecu even when the odometer isnt counting. Then it can be "updated" by the dealer. but I dont think ALL cars have this feature; but wouldnt doubt that some do have it.
