it actually works on vehicle emissions. smaller engines produce less so therefore pay less tax. larger engines produce more and therefore pay more. however newer cars produce less emmissions and therefore this is factored into the engine size. plus feul type will affect the cost. diesels pay more. dual fuel and electric cars pay greatly less.hope this helps a little. try the dvla as they can supply you with a full list of banding for road tax
