Question:
How much money do all levels of government have to spend because cars exist? Should all of the money that governments spend (because of vehicles) all come from drivers? If so, should the government increase taxes (a bit more) to nudge people to want alternative means of transportation?

1998 Nissan Sentra or 1998 Ford Focus?
It All Comes Out Of Taxes....Sounds like a homework question to me. I personally won't do your homework for you.
Is the Subaru STI worth spending $25k plus?
Much, much less than the income derived from them.Registration, inspection, parking violations, moving violations, towing, tolls, etc.,etc.................If you add large trucks there's more: road use taxes, fuel taxes, another list I don't know the end of. The money comes from owners and drivers. Increase taxes? Won't help. In many places there is no alternative transportation.
(ASKIN IF YOU KNOW) what is the fastest production car?
