No liquid. It is just a lot of small fibers in a pad that heat up just below the seat fabric.I found a few sites selling do-it-yourself kits, but they took a long time to load, so I'll keep my eyes open for a site that can explain exactly how it works.

The elements can be cut to length and holes can be cut into the element for attachment access without affecting performance. Carbon Fiber is pliable and a good conductor of electricity which can be designed to incorporate a variety of shapes which are interconnected and form a matrix / grid which can be sewn over.
