It's irrelevant. The speed limit is the fastest you can go regarless to circumstance. So, you are allowed to drive slower than the speed limit. Totally irrelevant to the speed limit; being the maximum allowable speed. The speed limit does not state the speed at which you can safely navigate the speed bumps.. the speed bumps are there only to ensure that you are not going too fast in that certain spot... seems pretty straight forward to me.I don't know the answer to your question, but I did want to back up your claim of speed bumps on streets. We have them in my area on a few upscale private roads. I don't think it's illegal but I could be wrong.

Some of you do gooders have no common sense. Road bumps are pathetic, especially the separated type. That's threeacross the road separated by a couple o feet. These are dangerous and an accident waiting to happen. Lots of people that I have seen,including myself aim to pass a wheel either side of the speed bump encouraging you to either go very close to the kerb, or to the centre of the road. And please don't tell me that you haven't done this. You can pass these without slowing down below the speed limit. I have seen vehicles
pass over the centre ones and then swerve back to the left to

My understanding is that speed humps are referred to as culverts. A culvert is a bump in the road that is there to allow underground materials, such as pipes and cables, to pass under the road. As the speed humps do not have any of these things under them then they should not be referred to as culverts.
