Unless the Veteran has handicapped plates or a hang tag, he is not entitled to park there ! Some jurisdictions make an exception for wounded/disabled vets tags though !

To park in a handicapped spot you need to have a tag hanging from your mirror or the card clearly displayed on your dashboard.

You probably see several veterans using these handicap spots because their getting older and have medical problems that may not be visible at first glance. My grandfather was the same way, he couldn't walk long distances and became disoriented if he did.
