In New Jersey, what does it mean to have a Q restriction on your license?

Am trying to apply for a CDL with passenger endorsement in order to drive seniors & disabled for MCAT with a 14 passenger minibus. Middlesex County Transportation personnel told me to get a license with a Q restriction but I can't find out what this means.

I have never heard of a Q restriction and I just looked online and didnt see anything. Look at www.dmv.org and click on NJ. Good luck
