Does louisiana require emisions testing for trucks?

Question:
I have a 1990 F-150 I want to put an old 351W in the truck I know In states with emission testing, its usually required that your truck can only have an engine of simillar or a newer year model. Obviously, installing a carb would be going backwards. 1987 model year was the last of the carb'd 351w. would i be able to do this and still be legal

According to this website that I listed below, Louisiana does not require any emissions tests at this time.
