When the interstate system was laid out they chose to designate north south routes with odd numbers and east west routes with even numbers.

If you look at a map of the US you will also notice that north south routes start at 5 on the west coast and end up with 95 on the east coast. The east west routes start with 90 and work there way down the country 80 70 etc.
