Because it could be confused with V. In the same way, there wasn't a Z because it could be confused with 2. All changed now, though!

A short period spent by any busy road in England will reveal that the answer is that the letter U is in very common use today. As is V. The only one that is not seen much is Q as this is for kitcars and similar vehicles. A quick look at any advert for "personal plates" will come up with numerous examples, as will a look at the list of prefixs for vehicle registration areas.
