Actually, making the surface as smooth as possible while making the submarine shaped like a teardrop has proven to be the best design. Good engine design doesn't hurt either. Propeller design has come a long way since the early days. They found that using more blades and curving them like a boomerang cuts down on cavitation so they can spin faster. This really depends on the actual surface area of the hull itself. If the hull is smooth and shaped correctly, then I would say that any coating would help it along. It also depends on the material.Oil would help but the trouble is keeping it on the hull...
